Utah has no SAT-cutoff state scholarship: its statewide Opportunity Scholarship (which replaced the old test-tied Regents' Scholarship for the class of 2022 and later) runs on GPA and AP/IB/concurrent-enrollment coursework, and the University of Utah's own top merit award is GPA-only with no SAT or ACT component.
Utah Opportunity Scholarship (state): Up to $800 per semester for up to 4 semesters, applied to tuition and fees after other state aid; requires a 3.3 cumulative high school GPA plus one AP, IB, or concurrent-enrollment course each in math, science, and language arts, completed before graduation, plus a filed FAFSA.
University of Utah President's Scholarship: $10,000 per year, renewable up to 4 years; requires a 4.00 unweighted high school GPA (lower GPA tiers at the same university pay $3,000 to $8,000 a year); homeschooled applicants without a transcript must submit an SAT or ACT score instead.

Find my teen's target scoreThere is no published minimum; the middle half of the reported group scored 1090 to 1310. A score at or above 1310 puts a student in the top quarter of that group. A score near 1090 is within the range, and grades, coursework and the rest of the application still decide the outcome.
Yes. Utah State lists its policy as: Test-optional (submission of SAT/ACT not required). A score inside or above the range can still strengthen an application, and some scholarships and programs use scores separately.

No. A middle 50% is a description of last year's group, not a cutoff in either direction. It tells you where a score is competitive, which is the useful part for planning test dates.
