New York has no SAT-cutoff state scholarship; score-tied money comes from competitive campus merit awards like UB's Presidential Scholarship and from HESC's Regents-based Scholarships for Academic Excellence.
University at Buffalo Presidential Scholarship: $15,000/year for NY residents, up to $22,000/year for out-of-state or international students, through the Honors College, capped at cost of attendance.
NYS Scholarships for Academic Excellence: $1,500 or $500 a year for up to 4 years at a NYS college, based on high-school nomination from Regents performance.

Find my teen's target scoreThere is no published minimum; the middle half of the reported group scored 1355 to 1470. A score at or above 1470 puts a student in the top quarter of that group. A score near 1355 is within the range, and grades, coursework and the rest of the application still decide the outcome.
Yes. Fordham lists its policy as: Optional ("for the foreseeable future"). A score inside or above the range can still strengthen an application, and some scholarships and programs use scores separately.

No. A middle 50% is a description of last year's group, not a cutoff in either direction. It tells you where a score is competitive, which is the useful part for planning test dates.
